Make sure that both files are in sync to have the same values in DTs.
The patch is fixing SPDX license as is used in the kernel and adding new
values for PHY_TYPE_DPHY and PHY_TYPE_CPHY.

Add needed device-tree nodes to support PCIe 0
and SERDES on AM65x SoC. The nodes are kept
disabled by default.
