[DirID-13] echo, pcidrv, plx9x5x, vhidmini, serial, virtualserial2, usbsamp, usb/ucm
Change INF files with the following:
- Use Driver Store DirID = 13 which are available starting Windows 10 1809
- Remove WDF coinstaller
- Add PnpLockdown = 1
