lib: sbi: sse: fix invalid errors returned for sse_hart_mask/unmask()
When called twice, sse_hart_mask()/sse_hart_unmask() should return
SBI_EALREADY_STOPPED/SBI_EALREADY_STARTED. This was currently inverted.
