[dfs][procfs] Add Linux-compatible process and system files
补齐 procfs 中 cpuinfo、stat、uptime、loadavg、meminfo、mounts 和进程目录文件。
按架构和 SMP 配置隔离仅在对应平台有效的字段，避免非 AArch64/非 SMP 构建告警。
