[dfs] fix UTIME_OMIT handling in utimensat
- UTIME_OMIT means the corresponding timestamp must not be changed
- the inverted condition overwrote mtime and ignored a valid timestamp
- correct the comparison so UTIME_OMIT leaves the attribute untouched
