Merge pull request #3313 from hathach/copilot/fix-dcd-edpt-xfer-issue
Add is_isr parameter to dcd_edpt_xfer, dcd_edpt_xfer_fifo, usbd_edpt_xfer, and usbd_edpt_xfer_fifo functions
