CI: Update to latest container images
- Bump to noble-20251013
- Include tools for sage lab, build TF-A for platforms there.
- Switch to distro provided trace-cmd, add libengine-pkcs11-openssl
- Use mirrors for GNU projects
- Switch to QEMU 10.1.x
