Convert CONFIG_BOOTP_MAY_FAIL et al to Kconfig
This converts the following to Kconfig:
CONFIG_BOOTP_MAY_FAIL
CONFIG_BOOTP_VENDOREX
CONFIG_BOOTP_BOOTFILESIZE
CONFIG_BOOTP_NISDOMAIN
CONFIG_BOOTP_TIMEOFFSET
