riscv: Make RISCV_ACLINT visible
A platform (like Xilinx Microblaze V) does not have an ACLINT (Advanced
Core Local Interruptor) hardware block.
Make RISCV_ACLINT and SPL_RISCV_ACLINT Kconfig symbols visible with
prompts.
