ufs: Add UFSHCD_QUIRK_HIBERN_FASTAUTO
Add UFSHCD_QUIRK_HIBERN_FASTAUTO quirk for host controllers which supports
auto-hibernate the capability but only FASTAUTO mode.
Ported from Linux kernel commit
