configs: select CMD_BLOBLIST for Firmware Handoff testing
Firmware Handoff tests will leverage the same board type 'qemu_arm64'
with a new board ID 'fw_handoff_tfa_optee', thus select CMD_BLOBLIST
in qemu_arm64_defconfig for running the test.
