imx93_evk: Drop UART pad settings
With DM_SERIAL and pinctrl driver, the UART pad settings in board code
could be dropped. Then drop board_early_init_f(), since it is a dummy
function now.
While at here, remove WDOG_PAD_CTRL, since no user.
