tpl: Correct dependencies for TPL_OF_CONTROL
The TPL_OF_CONTROL option can only select TPL_OF_LIBFDT functionality if
we also have enabled TPL_LIBGENERIC_SUPPORT, so express this dependency
in Kconfig.
