vexpress64: kconfig: consolidate CONFIG_TARGET_VEXPRESS_AEMV8A_SEMI
We do not have to distinguish CONFIG_TARGET_VEXPRESS_AEMV8A_SEMI
from CONFIG_TARGET_VEXPRESS_AEMV8A. Rename the former to the latter.
