Makefile: Add missing OF_UPSTREAM Makefile for 32bit ARM
Copy dts/upstream/src/arm64/Makefile into dts/upstream/src/arm/Makefile
and create a commit. This makes 32bit ARM buildable with OF_UPSTREAM .
