boot: Update dependencies for some UPL options
As exposed by "make randconfig", we have an issue around SPL_UPL. This
depends on SPL_LIBGENERIC_SUPPORT indirectly. In turn, SPL_UPL_OUT needs
to next depend on SPL_UPL.
