rockchip: configs: correct env offset when enable CONFIG_ROCKCHIP_SPL_BACK_TO_BROM
With CONFIG_ROCKCHIP_SPL_BACK_TO_BROM enabled,
the environment is inside u-boot.
So solve it by moving environment after u-boot.
