rockchip: dts: rk3399-puma: update USB configuration
This change updates the USB configuration for the RK3399-Q7 in the DTS:
* fixes the OTG board configuration by enabling it ('okay')
* improves the speed of 'usb start' by disabling the unused EHCI/OHCI
controllers
