video: Renname vbe.h to vesa.h
We want to use VBE to mean Verfiied Boot for Embedded in U-Boot. Rename
the existing VBE (Vesa BIOS extensions) to allow this.
Verified Boot for Embedded is documented doc/develop/vbe.rst
