serial: Fix SIFIVE debug serial dependency
The commit 4cc24aeaf420 ("serial: Add missing Kconfig dependencies for
debug consoles") has added incorrect dependency for SIFIVE debug uart which
should depend on SIFIVE driver instead of PL01x.
