net: Add CONFIG_NET_DO_NOT_TRY_ANOTHER option
When CONFIG_NET_DO_NOT_TRY_ANOTHER is defined U-Boot's
networking stack does not automatically switch to
another interface. This patch does not touch the default
behavior.
