zynq: defconfig: Move CONFIG_OF_* to Kconfig
This commit moves:
- CONFIG_OF_CONTROL
- SPL_DISABLE_OF_CONTROL
from zynq_*_defconfig files into arch/arm/Kconfig "config ARCH_ZYNQ"
