board: sl28: enable EFI UpdateCapsule support
Enable support for update over EFI UpdateCapsule mechanism. This board
doesn't support setting EFI variables after ExitBootservices().
Therefore, we are also enabling EFI_IGNORE_OSINDICATIONS.
