arm: socfpga: Tighten a few more driver dependencies
Some drivers which depend on SoCFPGA specific headers had not had
appropriate dependencies list in Kconfig. Add ARCH_SOCFPGA or
TARGET_SOCFPGA_SOC64 where appropriate.
