drivers: watchdog: wdt-uclass: Use IS_ENABLED for WATCHDOG_AUTOSTART
There is no separate SPL/TPL config for WATCHDOG_AUTOSTART.
So use IS_ENABLED instead of CONFIG_IS_ENABLED to make watchdog
working in SPL again.
