arm: dts: rockchip: fix rk3xxx-u-boot.dtsi
The file rk3xxx-u-boot.dtsi was original only for rk3188 and SPL.
With rk3066 added some nodes are also needed in TPL,
so change them to u-boot,dm-pre-reloc
