Azure/GitLab/Travis: Add SH4 r2dplus machine with various PCI ethernet options
Add SH4 R2Dplus machine configured to test various U-Boot PCI ethernet
options -- RTL8139, EEPRO100, AMD PCnet, DEC Tulip.
