arm: dts: imx95: Assign HSIOPLL_VCO as HSIOPLL parent clock
We have to explicitly assign HSIOPLL_VCO as HSIOPLL parent. So when
enabling HSIOPLL, its parent HSIOPLL_VCO will be enabled firstly.
