riscv: enable CONFIG_CMD_SBI for QEMU boards
Let CONFIG_TARGET_QEMU_VIRT imply CONFIG_CMD_SBI.
The sbi command provides detailed information about the SBI.
It is useful to test the discovery of extensions.
