configs: qcom: Enable FS_FAT_HANDLE_SECTOR_SIZE_MISMATCH
Enable FS_FAT_HANDLE_SECTOR_SIZE_MISMATCH to handle the different
combination of FAT sector size and device block size present in QCOM
platforms.
