riscv: enable SATA disk on QEMU RISC-V
Allow attaching a virtual SATA disk to QEMU RISC-V by implying
AHCI, AHCI_PCI, CMD_SCSI, DM_SCSI, PCI_INIT_R, SCSI, SCSI_AHCI.
