board: xen: Remove CONFIG_CMD_RUN define and clean xenguest_arm64_defconfig
CONFIG_CMD_RUN is set on by default in Kconfig.
Create xenguest_arm64_defconfig by using savedefconfig to avoid unnecessary
options.
