power: spl: add SPL_DM_REGULATOR_FIXED in Kconfig
The Makefile already tests for SPL_DM_REGULATOR_FIXED, but Kconfig
does not provide it. This adds SPL_DM_REGULATOR_FIXED to Kconfig.
