power: regulator: qcom: Correct dependenecies for DM_REGULATOR_QCOM_USB_VBUS
The DM_REGULATOR_QCOM_USB_VBUS functionality can only work with DM_PMIC
enabled as well, so express this dependency in Kconfig.
