Use the new symbol to refer to any 'SPL' build, including TPL and VPL

The am33xx_spl_board_init function was introduced as a way to add
board-specific SPL init for AM33xx devices since the spl_board_init
function was already used for SoC-specific init.
Now that the SoC-specific SPL init was moved to spl_soc_init, we can
use spl_board_init for this purpose and get rid of
am33xx_spl_board_init.
Rename the function in board files and enable the related config
option for concerned boards.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.
This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

At this point, the remaining places where we have a symbol that is
defined as CONFIG_... are in fairly odd locations. While as much dead
code has been removed as possible, some of these locations are simply
less obvious at first. In other cases, this code is used, but was
defined in such a way as to have been missed by earlier checks. Perform
a rename of all such remaining symbols to be CFG_... rather than
CONFIG_...

The rest of the unmigrated CONFIG symbols in the CONFIG_SYS_SDRAM
namespace do not easily transition to Kconfig. In many cases they likely
should come from the device tree instead. Move these out of CONFIG
namespace and in to CFG namespace.

CONFIG_VAL(DEBUG_UART_BASE) expands to CONFIG_DEBUG_UART_BASE or
CONFIG_SPL_DEBUG_UART_BASE or CONFIG_TPL_DEBUG_UART_BASE and allows boards
to set different values for SPL, TPL and U-Boot Proper.
For ns16550 driver this support is there since commit d293759d55cc
("serial: ns16550: Add support for SPL_DEBUG_UART_BASE").

To make sure we get a working console as soon as possible in the SPL the
UART pins require to be configured earlier. This is especially
true for the pins of UART3, since the PDU001 board uses this UART for
the console by default.

The changes from commit 0dba45864b2a ("arm: Init the debug UART")
prevent the early debug UART from being initialized correctly.
To fix this we not just configure the pin multiplexer but add setting up
early clocks.

This converts the following to Kconfig:
CONFIG_SKIP_LOWLEVEL_INIT
CONFIG_SKIP_LOWLEVEL_INIT_ONLY
In order to do this, we need to introduce SPL and TPL variants of these
options so that we can clearly disable these options only in SPL in some
cases, and both instances in other cases.

Move this out of the common header and include it only where needed. In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly. Finally, we have a few
cases where we did not need to include <asm/global_data.h> at all, so
remove that include.

Remove the last call to the non-DM I2C API.

After importing linux v4.16-rc1 commit 2c37e08464a8 ("kconfig: Warn if
choice default is not in choice"), Kconfig complains:

This looks to be caused by a typo. Fix it.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

This converts the following to Kconfig:
CONFIG_CONS_INDEX
We have existing entries for this option in a number of places, with
different guards on them. They're also sometimes used for things not
directly inside of the serial driver. First, introduce a new symbol to
guard the use of CONFIG_CONS_INDEX, so that in the case where we don't
need this for the serial driver, but for some other use, we can still do
it. Next, consolidate all of these into the single entry in
drivers/serial/Kconfig. Finally, introduce CONS_INDEX_[023456] so that
we can imply a correct value here to make the defconfig side of this
smaller.
