This board is the only user of CONFIG_SYS_EEPROM_X40430 , remove
it so the EEPROM command code can be cleansed of the related code
as well.

There is only one bank of NOR flash memory on ICU862 boards.
Remove code that attempts to deal with a second bank.
This also fixes build warnings:

instead CFG_MONITOR_LEN is now only used to determine _at_compile_
_time_ (!) if the environment is embedded within the U-Boot image,
or in a separate flash sector.
* Cleanup CFG_DER #defines in config files (wd maintained only)
