As part of bringing the master branch back in to next, we need to allow
for all of these changes to exist here.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.
This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

Remove <common.h> from all "cmd/" files and when needed add
missing include files directly.

It is a pain to have to specify the value 16 in each call. Add a new
hextoul() function and update the code to use it.
Add a proper comment to simple_strtoul() while we are here.

We may as well return the error code and use it directly in the command
code. CBFS still uses its own error enum which we may be able to remove,
but leave it for now.

We should not use typedefs in U-Boot. They cannot be used as forward
declarations which means that header files must include the full header to
access them.
Drop the typedef and rename the struct to remove the _s suffix which is
now not useful.
This requires quite a few header-file additions.

Move the result variable into the struct also, so that it can be used when
BSS is not available. Add a function to read it.
Note that all functions sill use the BSS version of the data.

At present there are 2 macros that are named as CBFS_COMPONENT_xxx.
Change them to CBFS_TYPE_xxx for consistency.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

commonly used functions, for consistency. Also add function comments in

The comment for file_cbfs_type() says that it returns 0 for an invalid type.
The code appears to check for -1, except that it uses an unsigned variable
to store the type. This results in a warning on 64-bit machines.
Adjust it to make the meaning clearer. Continue to handle the -1 case since
it may be needed.

Now that they are in their own directory, we can remove this prefix.
This makes it easier to find a file since the prefix does not get in the
way.
