The get_unaligned()/put_unaligned() implementations are more
complex than necessary.
Move everything into one file and use a more compact implementation based
on packed struct access and byte swapping macros.
This patch is based on the Linux kernel commit 803f4e1eab7a
("asm-generic: simplify asm/unaligned.h") by Arnd Bergmann.

The UEFI spec mandates that unaligned memory access should be enabled if
supported by the CPU architecture.
This patch adds an empty weak function unaligned_access() that can be
overridden by an architecture specific routine.

This is based on the asm-arm/unaligned.h, but made generic so all arches
that cannot do unaligned accesses can utilize it.
