Make some variables available to be used by either the legacy network
code or lwIP by moving them into the net-common files. This also allowed
removing a small number of duplicated variables from the lwIP code.

Move the net_state variable into common code so that it can be used by
either the legacy network code or lwIP. This is needed for porting
across the NFS support code for use with lwIP.

Add the option to load the bootscript with the tftp command (static IP)
instead of the dhcp command (dynamic IP). For this a new function
tftpb_run similar to dhcp_run, is needed. The selection of which command
to use can be done with the ip_dyn environment variable, which can be
set to yes or no. The ip_dyn variable was chosen as it is already in use
on the imx platforms.

There are currently two implementations of dhcp_run(): one in cmd/net.c
for NET and one in net/lwip/dhcp.c for NET_LWIP. There is no
justification for that. Therefore, move the NET version into
net/net-common.c to be used by both stacks, and drop the NET_LWIP
version which by the way does not look totally correct.

Extract the code that sets the RTC clock from sntp_handler() in
net/sntp.c and make it a new function net_sntp_set_rtc() in
net/net-common.c. This will allow re-use with NET_LWIP.
According to [1] it is safe to assume that all devices have been
converted to DM_RTC so drop the useless code.

This is a v3 of Simon's series[1] and depends on the series[2] I posted
the other day that removes <env.h> from <command.h>. With this series
done, I believe we've tackled all of the current cases of headers which
include <env.h> without directly needing it. Much of this series is in
fact Simon's v2 with the main differneces being:
- Removing <env.h> from <net.h> at the end
- Removing env_to_ip() given how little it's used rather than shuffling
around where it's declared and un-inline'ing it. For a rarely used
helper, this ends up being cleaner I think. Especially looking at some
of the users (which called env_get repeatedly). If there's strong
opinion here about using the other method[3] we can do that instead.
- Setting aside for now how to handle CMD_ELF=y and NO_NET=y because
today it's actually fine as we unconditionally build lib/net_utils.c
where string_to_ip() is defined. I'm unsure if a further series is
warranted here or not. We rely on link-time optimization to keep code
readable too.

Now that all of the cases of code that relied on <net.h> to provide
<env.h> (or one of the headers that it includes, and so forth) have been
fixed, we can drop the include from here.

Currently, we have the function env_get_ip which takes an IP address
in string form and returns a struct in_addr representation of that
address. It is however little used and means that a number of places
indirectly (and unclearly) get <env.h> via <net.h>. To clean this up
start by replacing env_get_ip() calls with string_to_ip() calls. This is
generally a no-op as env_get_ip(str) is an inline of
string_to_ip(env_get(str)) but in a few cases we can or already have
stored the result of env_get(str) and can save the additional call.

Functions called from EFI applications should not do console output.
Refactor the wget code to implement this requirement. The wget_http_info
struct is used to hold the boolean that signifies whether the output is
allowed or not.

Make the do_ping() function in cmd/net.c a global one by getting rid of
the static qualifier, and move the prototype declaration from net-lwip.h
to net-common.h. This makes the function available to other parts of
U-Boot when CONFIG_NET=y, as was already the case when
CONFIG_NET_LWIP=y.
This is a peparation step to make the sandbox tests use a common API
between NET and NET_LWIP.

Implement net_start_again() when NET_LWIP=y in a very similar way to
NET. This will be used in a future commit to determine if a failed
ping needs to be tried again on a different interface.

Add a new netboot_run() function which can be used for simple network
operations, such as loading a file. Put the implementation in an
internal function, used by the existing code.
Place this function into the net/ code, so that it does not need the
command line to be available.
Document which network operations are supported, i.e. a limited subset,
for now.
For the one board which uses lwip, it is not quite clear how to avoid
using the cmdline interface. This will need some discussion.

The following symbols are exposed:
- efi_reinstall_protocol_interface
This is done so that the device path protocol interface
of the network device can be changed internally by u-boot
when a new bootfile gets downloaded.
- eth_set_dev
To support multiple network udevices
- efi_close_event
This comes in preparation to support unregistering
an EFI network device from the EFI network stack when
the underlying U-boot device gets removed
- efi_[dis]connect_controller
The EFI network driver uses ConnectController to add a
NIC to the EFI network stack.
- efi_uninstall_protocol_interface
connect_controler for the efi network driver can install
protocols, which need to be uninstalled in disconnect_controller
- EFI_SIMPLE_NETWORK_PROTOCOL_GUID

This was marked as TODO in the code:
- Enable use of wget_with_dns even if CMD_DNS is disabled if
the given uri has the ip address for the http server.
- Move the check for CMD_DNS inside wget_with_dns.
- Rename wget_with_dns to wget_do_request

The function string_to_ip is already in net_utils, which is
compiled unconditionally, but ip_to_string is currently only
accessible if the legacy network stack is selected. This
commit puts ip_to_string in net_utils.c and removes it from the
legacy network code.

There are two wget_with_dns functions, one in the legacy network
stack and one in lwip, but the return values are not compatible.
This commit modifies the legacy version of wget_with_dns so that
the return values are compatible: 0 on success, otherwise a negative
error. This way wget_with_dns can be called in a network stack
agnostic way.

Declare and define a global default struct wget_http_info
and an interface to issue wget requests providing a custom
struct wget_http_info. This code is common to legacy wget
and lwip wget. The idea is that the command wget should use
the default wget_http_info and other internal u-boot code
can call wget_request with their own wget_http_info struct.

The struct wget_http_info exposes the HTTP information of the last HTTP
request issued by wget, and it controls whether the efi bootdevice is set,
and whether the buffer size needs to be checked (lwip stack only). This
information is otherwise discarded. The wget_http_info struct can be used
by HTTP drivers to have more control over HTTP requests.

Implement do_tftpb(). This implementation of the tftp command
supports an optional port number. For example:
tftp 192.168.0.30:9069:file.bin
It also supports taking the server IP from ${tftpserverip} if
defined, before falling back to ${serverip}.

Add what it takes to enable NETDEVICES with NET_LWIP and enable DHCP as
well as the dhcp command. CMD_TFTPBOOT is selected by BOOTMETH_EFI due
to this code having an implicit dependency on do_tftpb().
Note that PXE is likely non-fonctional with NET_LWIP (or at least not
100% functional) because DHCP option 209 is not supported by the lwIP
library. Therefore, BOOTP_PXE_DHCP_OPTION cannot be enabled.

Make net.h a wrapper which includes net-common.h and either
net-legacy.h or net-lwip.h based on NET_LWIP. The function
copy_filename() can be useful when NET_LWIP is enabled, therefore
move it out of net/net.c which is built only when networking choice
is NET and create a new file net/net-common.c.
