When running tests where the .git directory is not owned by the current
user, various warnings are produced and the tests fail. This happens in
CI.
For patman itself, modify the gitutil.get_top_level() function to return
None in this case. Ensure that the warning is not shown, since it creates
about 1000 lines of output.
For checkpatch, the same warning is produced even though --no-tree is
given. Suppress that as well.

Move this file into U-Boot's Python library, so that it is no-longer
part of patman.

The patman directory has a number of modules which are used by other tools
in U-Boot. This makes it hard to package the tools using pypi since the
common files must be copied along with the tool that uses them.
To address this, move these files into a new u_boot_pylib library. This
can be packaged separately and listed as a dependency of each tool.

This makes it possible to configure a project to use some other
location or script than the default scripts/get_maintainer.pl one used
in the U-Boot and Linux projects. It can be configured via a .patman
configuration file and accepts arguments, as documented.

Adjust the get_maintainer module to accept a list of directories to search
for the script. This avoids needing to import gitutil.

At present patman sets the python path on startup so that it can access
the libraries it needs. If we convert to use absolute imports this is not
necessary.
Move patman to use absolute imports. This requires changes in tools which
use the patman libraries (which is most of them).

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

get_maintainer.pl quotes names which it considers unsafe, i.e. anything
containing [^a-zA-Z0-9_ \-]. This confuses patman, it will duplicate
addresses which are also in Series-to/cc. Strip the quotes.

In python 3.x, print must be used as a function call. Convert all print
statements to the function call style, importing from __future__ where
we print with no trailing newline or print to a file object.

For Linux the best way to figure out where to send a patch is with the
"get_maintainer.pl" script. Add support for calling it from patman.
Support is added unconditionally for "scripts/get_maintainer.pl" in
case it is helpful for any other projects.
