WFPSampler: Replaces ExAllocatePoolWithTag to ExAllocatePoolZero (#490)
* replaces ExAllocatePoolWithTag to ExAllocatePoolZero
* adds marco for downlevel support
* removes unneeded change
* changes comment to reflect new API usage
* fixes alignment issues
* changes spacing
