Install the driver to driver store (DIRID 13), replace legacy pattern… (#1003)
* Install the driver to driver store (DIRID 13), replace legacy pattern (2086 error), remove CoInstallers and GnssDriver_Device_AddReg for cleanup, remove WUDFRD_ServiceInstall, and add target OS version to 22000 to avoid DIRID compat issue
