Usually ARMv8 platforms allow unaligned access for Normal memory. But
some chips might not allow it by default, having SCTLR.A bit set to 1
before U-Boot execution. One such example is Exynos850 SoC. As
allow_unaligned() is not implemented for ARMv8 at the moment, its __weak
implementation is used, which does nothing. That might lead to unaligned
access abort, for example when running EFI selftest. Fix that by
implementing allow_unaligned() for ARMv8.
The issue was found when running EFI selftest on E850-96 board
(Exynos850 based):

Unaligned abort happens in u16_strnlen(), which is called from
efi_hii_sibt_string_ucs2_block_next():
u16_strlen(blk->string_text)
where 'blk' type is struct efi_hii_sibt_string_ucs2_block. Because this
struct is packed, doing "->string_text" makes 'blk' address incremented
by 1 byte, which makes it unaligned. Although allow_unaligned() was
called in efi_init_early() before EFI selftest execution, it wasn't
implemented for ARMv8 CPUs, so data abort happened.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.
This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

Exposing set/way cache maintenance to a virtual machine is unsafe, not
least because the instructions are not permission-checked but also
because they are not broadcast between CPUs. Consequently, KVM traps and
emulates such maintenance in the host kernel using by-VA operations and
looping over the stage-2 page-tables. However, when running under
protected KVM, these instructions are not able to be emulated and will
instead result in an exception being delivered to the guest.
Introduce CONFIG_CMO_BY_VA_ONLY so that virtual platforms can select
this option and perform by-VA cache maintenance instead of using the
set/way instructions.

If we are running in EL2 skip PSCI implementation setup. This avoids an
exception if CONFIG_ARMV8_PSCI is set, but u-boot is started by TF-A.

Move this header out of the common header. Network support is used in
quite a few places but it still does not warrant blanket inclusion.
Note that this net.h header itself has quite a lot in it. It could be
split into the driver-mode support, functions, structures, checksumming,
etc.

This commit removes the programming sequence that enables PLLE and UPHY
PLL hardware power sequencers. Per TRM, boot software should enable PLLE
and UPHY PLLs in software controlled power-on state and should power
down PLL before jumping into kernel or the next stage boot software.
Adds call to board_cleanup_before_linux to facilitate this.

These functions belong in cpu_func.h. Another option would be cache.h
but that code uses driver model and we have not moved these cache
functions to use driver model. Since they are CPU-related it seems
reasonable to put them here.
Move them over.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

The sunxi DRAM setup code needs an sdelay() implementation, which
wasn't defined for armv8 so far.
Shamelessly copy the armv7 version and adjust it to work in AArch64.
