bootcmd_ti_mmc had cpsw0_qsgmii_phyinit related scripts even though this
was only relevant for the j721e/j7200 SoCs. This patch instead factors
out those scripts into a generic 'board_init' which is called as part of
bootcmd_ti_mmc.
This allows boards to more easily add custom behaviour to the ti_mmc
bootflow instead of having to modify the ti_common.env file.

Since commit 27cc5951c862 ("include: env: ti: add default for
do_main_cpsw0_qsgmii_phyinit"), the value of the environment variable
do_main_cpsw0_qsgmii_phyinit happened to remain '0' and couldn't be
changed without user intervention. This behavior is due to the following
cyclic dependency:
A) ti_common.env sets do_main_cpsw0_qsgmii_phyinit to '0' and its value
can only be updated automatically by main_cpsw0_qsgmii_phyinit.
B) main_cpsw0_qsgmii_phyinit is defined in j721e.env and it can run only
if 'do_main_cpsw0_qsgmii_phyinit' is already '1' which isn't possible
unless the user manually assigns the value.
Fix the aforementioned cyclic dependency by using board_late_init() to
detect the QSGMII Daughtercard and set do_main_cpsw0_qsgmii_phyinit.
Additionally, to address the issue of do_main_cpsw0_qsgmii_phyinit being
'undefined' for other platforms, replace:
if test ${do_main_cpsw0_qsgmii_phyinit} -eq 1;
with:
if env exists do_main_cpsw0_qsgmii_phyinit;
in ti_common.env.

Move to using the latest generated RM YAML configuration files generated
by the K3 Resource Partitioning Tool which updates them to have standard
formatting with respect to indentation.
These files were generated from the untagged commit 41718bd5f915 ("docs: Update
docs and move them to docs folder") of the K3 Resource Partitioning tool. This
tool is packaged as a part of the public SDK and is not otherwise
publicly available.

The write_host_id is the last element here and order does matter. This
may have gone unnoticed before as by default all elements are 0, but
if this is updated to a different host, it will not work. Update
the order so write_host_id is the last element in all current secure
board configs.

Currently in j721e_init.c we check which firewalls to remove using
the board configuration (e.g CONFIG_TARGET_J721E_R5_EVM). We do this
as J721e and J7200 have different IP and firewalls but use the same
SoC definition (SOC_K3_J721E) even though they are different SoCs.
The idea was they would be similar enough that they both could use
the same SoC config to help with common code sharing. Board checks
would then be used differentiate.
This has grown far too messy to maintain any more, especially now
that there is more than one board using J721e (EVM, SK, Beagle AI64).
As differentiation is done based on board, every one of these boards
would have to have checks added for them. Instead let's split J7200
support out from J721e like how normal new SoC support is done.
This patch touches several subsystems and could not be split much better
as when we add SOC_K3_J7200 we want to make use of it in all spots that
once used the combined SOC_K3_J721E so we can turn off SOC_K3_J721E when
building for J7200 boards.
