Add support for the OTP controller in RK3506. The OTPC is similar to the
OTPC in RK3568 and can use the same ops for reading OTP data.

Add support for RK3576 compatible.
The RK3576 OTP uses the same read mechanism as the RK3588, just
with different values for offset and size.

When bringing in the series 'arm: dts: am62-beagleplay: Fix Beagleplay
Ethernet"' I failed to notice that b4 noticed it was based on next and
so took that as the base commit and merged that part of next to master.
This reverts commit c8ffd1356d42223cbb8c86280a083cc3c93e6426, reversing
changes made to 2ee6f3a5f7550de3599faef9704e166e5dcace35.

The documentation for misc_read() says:
Return: number of bytes read if OK (may be 0 if EOF), -ve on error
The Rockchip efuse driver implements this so it should return the number
of bytes read rather than zero on success. Fix this so that the driver
follows the usual contract for read operations.

Refactor the driver to use driver data and ops to simplify handling
of SoCs that require a unique read op.
Use readl_poll_sleep_timeout instead of a custom poll loop, and add
validation of input parameter to main read op.

This name is far too long. Rename it to remove the 'data' bits. This makes
it consistent with the platdata->plat rename.

We use 'priv' for private data but often use 'platdata' for platform data.
We can't really use 'pdata' since that is ambiguous (it could mean private
or platform data).
Rename some of the latter variables to end with 'plat' for consistency.

This construct is quite long-winded. In earlier days it made some sense
since auto-allocation was a strange concept. But with driver model now
used pretty universally, we can shorten this to 'auto'. This reduces
verbosity and makes it easier to read.
Coincidentally it also ensures that every declaration is on one line,
thus making dtoc's job easier.

Newer Rockchip socs like the px30 use a different ip block to handle
one-time-programmable memory, so add a misc driver for it as well.
