It is confusing to have both "$(PHASE_)" and "$(XPL_)" be used in our
Makefiles as part of the macros to determine when to do something in our
Makefiles based on what phase of the build we are in. For consistency,
bring this down to a single macro and use "$(PHASE_)" only.

Based on the existing work done by Simon Glass this series adds
support for booting aarch64 devices using ACPI only.
As first target QEMU SBSA support is added, which relies on ACPI
only to boot an OS. As secondary target the Raspberry Pi4 was used,
which is broadly available and allows easy testing of the proposed
solution.
The series is split into ACPI cleanups and code movements, adding
Arm specific ACPI tables and finally SoC and mainboard related
changes to boot a Linux on the QEMU SBSA and RPi4. Currently only the
mandatory ACPI tables are supported, allowing to boot into Linux
without errors.
The QEMU SBSA support is feature complete and provides the same
functionality as the EDK2 implementation.
The changes were tested on real hardware as well on QEMU v9.0:

Known issues:
- The QEMU rpi4 support is currently limited as it doesn't emulate PCI,
USB or ethernet devices!
- The SMP bringup doesn't work on RPi4, but works in QEMU (Possibly
cache related).
- PCI on RPI4 isn't working on real hardware since the pcie_brcmstb
Linux kernel module doesn't support ACPI yet.

Add support for the generic XHCI driver that contains no SoC
specific code. It can be used on platforms that simply work out
of the box, like on emulated platforms.
TEST: Booted on QEMU sbsa machine using the generic xhci driver.

Use PHASE_ as the symbol to select a particular XPL build. This means
that SPL_TPL_ is no-longer set.
Update the comment in bootstage to refer to this symbol, instead of
SPL_

These boards have not been converted to CONFIG_DM_USB by the deadline
and is also missing conversion to CONFIG_DM. Remove them. As this is
the last of the SPEAr platforms, so remove the rest of the remaining
support as well.

The keystone platforms can use the generic DC3 driver. Removing the
keystone-spcecific xchi driver and add the configuration options to enable
the generic DWC3 driver on all K2 platforms.

Common USB code is built whenever USB is enabled (in non-SPL builds).
The USB uclass is built whenever (SPL_)DM_USB is enabled. Both need to
be independent from CMD_USB.

This allows building the SPL without driver model for USB. Since
CONFIG_SPL_DM_USB is enabled if and only if CONFIG_DM_USB was enabled
before, this patch does not change the build behaviour.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

This patch adds the ST glue logic to manage the DWC3 HC
on STiH407 SoC family. It configures the internal glue
logic and syscfg registers.

Add a USB controller driver for the EHCI block in R8A7795/R8A7796 SoC.
This is a stopgap measure until we have proper DT support, clock and
reset framework in place, at which point we can switch to ehci-generic.

This patch add support for rockchip dwc3 controller, which corresponding
to the two type-C port on rk3399 evb.

This driver has not been converted to Driver Model, and it is an
obstacle to migrate other block device drivers. Remove it for now.
The UniPhier SoCs already use a DM-based EHCI driver, so now
ARCH_UNIPHIER can select DM_USB.
These two changes must be done atomically because removing the
legacy driver causes a build error.

Move CONFIG_USB_XHCI to defconfig files for all boards, renaming it
into CONFIG_USB_XHCI_HCD.
As commented in the help of "config USB_XHCI" entry, this has been
a TODO for a long time; now CONFIG_USB_XHCI_HCD and CONFIG_USB_XHCI
have been unified in favor of the former.
Note:
Some boards define CONFIG_USB_XHCI in their headers without
CONFIG_USB, which does not meet the "depends on" in Kconfig.
I added CONFIG_USB=y for those boards when converting.
Otherwise, they would fail to build.

This driver is able to reconfigure OTG controller into HOST mode.
Board can add board-specific initialization as board_prepare_usb().
It requires USB_ULPI_VIEWPORT enabled in board configuration.

Now, all this driver does can be covered by the generic EHCI driver
(drivers/usb/host/ehci-generic.c). UniPhier SoCs have switched to
use it. Delete this driver rather than bothering to convert it to
Driver Model.

Incorporate USB driver from legacy LPCLinux NXP BSP.
The files taken from the legacy patch are:
- lpc32xx USB driver

The legacy driver was updated and clean-up as part of the integration with the latest u-boot.
