This converts the following to Kconfig:
CONFIG_SUPPORT_EMMC_RPMB
This fixes a few platforms where the option was not taking effect as
intended.

This converts the following to Kconfig:
CONFIG_SYS_MMC_ENV_DEV
CONFIG_SYS_MMC_ENV_PART
Note that with this conversion we now have consistent behavior with
respect to ensuring that we have always selected the correct MMC
device and hardware partition.

The px30 evb is an evaluation board for the px30 together with a dsi-
connected display. This adds board and config files for it.
