When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Derived from Tegra124, modified as appropriate during T210
board bringup. Cleaned up debug statements to conserve
string space, too. This also adds misc 64-bit changes
from Thierry Reding/Stephen Warren.

These headers define the Tegra124 hardware. Add them to the usual
place.
Add Tegra124 chip ID/SKU ID definitions to common headers.
There's no real HW change on Tegra124 for 90% of the toys, so it might
make sense for a future patch to unify some of the content of these
files in a common location.

Common Tegra files are in arch-tegra, shared between T20/T30/T114.
Tegra114-specific headers are in arch-tegra114. Note that some of
these will be filled in as more T114 support is added (drivers,
WB/LP0 support, etc.).

Tegra30-specific headers are in arch-tegra30. Note that some of
these will be filled in as more T30 support is added (drivers,
WB/LP0 support, etc.). A couple of Tegra20 files were changed
to support common headers in arch-tegra, also.
